Why is community engagement a critical piece of City decision making?

A small city had a large undeveloped parcel with a proposed mixed-use development in the center of their city. It was ready to be developed and was part of the city’s Comprehensive Plan goals for the future.

The development plans passed zoning unanimously and it was poised to bring much needed retail, restaurants, housing and tax revenue to the city, the community, the neighbors, and the schools. However, there was one neighborhood that disagreed. Ultimately, the project was turned down by city Council because of the loud opposition by the small group of naysayers.  The developers sued the City and won. Why?  Because the City could not defend their decisions to vote against their own zoning and urban planning.

Community engagement for this project was done poorly.  It was not done by a third-party, fewer than 100 people participated, and it had been done several years earlier. Those smart, enraged and educated neighbors were able to pick apart the community engagement “results”.

It was easy to see the negative side of the argument – even if the development was something generally supported.  Ultimately, the city had no data to support their mission and couldn’t prove the development was desired – or opposed – by most. It put the public officials in a terrible spot and it made supporters question their trust of the City’s planning efforts.

Had the city engaged in a proper community engagement process, chances are they would have been building what would have become a major mixed-use development in the center of their community, rather than paying legal fees to fight what was ultimately a losing battle.

In this case, everyone lost.

As demonstrated in this real-life example, community engagement could be the difference between gathering community input and working to gain wide acceptance and understanding of city initiatives vs. a public battle. Cheryl started her business as a traditional advertising agency in 1997 in Toledo, Ohio.

“I’ve bunji jumped off the tallest bunji in the world, dove with the Great White Sharks and Summited Mt. Elbrus in Russia, one of the Seven Summits.  I skydive several times a year and I’ve flown a WWII bomber.  Oh right, I’m also associated with the FBI……..”

Oh wait, serious stuff too?  OK…..  “kind of thought the FBI was serious, but here’s the resume-ish stuff:

20 Under 40 winner at age 26, Published Author, Enterprising American Award, Epilepsy Center Volunteer of the Year and Lifetime Membership Award recipient for DECA.  Cheryl been rewarded for her commitment to the community, as the Daytonian of the Month from the Dayton Daily News, presented with the Miami Township Police Appreciation Award for contributions to National Night Adding physical commitment to charity events, she was the MS Bike to the Bay “Rookie of the Year” and Dublin, Ireland marathon finisher for the Arthritis Foundation Charity. In 2019 she created #SummitsForSoldiers and the Buddy Check Challenge to raise money and awareness for Veterans including summiting Mt. Elbrus in Russia, one of the ‘Seven Summits’ in honor of several Purple Heart and Gold Star families. And this past year+, brought the restoration of the Historic Aron Wright House in Springboro, Ohio, recently awarded with the prestigious DAR Historic Preservation Award.

Most importantly, none of these accomplishments were done alone. Not one.
